ADMISSION ARRANGEMENTS FOR 2009-2010
Parish is a Church of England Primary School situated in the Diocese of Liverpool and is maintained by St Helens Local Authority.
Admission arrangements are determined by the Governing Body of the school in consultation with the Diocesan Board of Education, the Local Authority and other admission authorities in the relevant area.
The Admission Number for the 2009 reception intake at Parish Church of England Primary School is 30.
Making an application
Applications for a place in reception 2009 should be made on the Local Authority’s Common Application Form which is enclosed in the Primary Education Information for Parents Booklet. These will be available at the school, local libraries and the Admissions Section of the Local Authority from September 2008 onwards.
Applications may also be made on-line via the Council’s web-site.
The closing date for applications is 5 December 2008.
Letters informing parents of whether or not their child has been allocated a place will be sent by the Local Authority before the end of March 2009.
Late Applications
It is important that parents return their form by the 5 December 2008 as any applications received after this date will be treated as late. Late applications will only be considered after the applicants who met the deadline have been offered places.
The only exception to the above will be children in public care whose application could not be submitted by the closing date. However, such applications would have to be received before places are allocated and with supporting evidence from a social worker.
Home Address
Places are allocated on the basis of the home address at the closing date for receipt of applications. Any subsequent change to a child’s home address must be notified to the school or the Admissions Section of the Local Authority.
Home address shall be defined as the address of the primary carer of the child, who is in receipt of child benefit. It may be necessary for the Governing Body to carry out checks to confirm that addresses given are genuine. You may, therefore, be asked to produce further documentary evidence of your child’s address.
Fraudulent Applications
Where the Governing Body discovers that a child has been awarded a place as the result of an intentionally misleading application from a parent (for example a false claim to residence or of involvement in a place of worship) which effectively denies a place to a child with a stronger claim, then the Governing Body is required to withdraw the offer of the place. The application will be considered afresh and a right of appeal offered if a place is refused.
Children in Public Care
The Governing Body’s oversubscription criteria gives top priority to children in public care. In addition, children in public care who require admission to the school outside the normal admissions round will, if the school is full, be admitted over the published admission number (subject, where applicable, to the constraints of infant class size legislation).
Special Conditions for Twins (etc)
Where the final place in a year group is offered to one of twins (or triplets etc) the Governing Body’s policy is to admit the other twin etc too, even if that means going above the admission number. However, it is not possible to do this where the admission would breach the limit on infant class sizes. In that situation only one place will be offered and the parent has to decide which child will take up the place, if any.
Deferred Entry
In St Helens children are admitted to primary school the September after their fourth birthday. The Governors and the Local Authority do not advise parents to defer their child’s admission to school.
Waiting List
Children who are not allocated a place will automatically have their name placed on a waiting list. The waiting list will be kept in priority order according to the oversubscription criteria and not on the date on which applications were received. If a place becomes available within the admission number, the child whose name is at the top of the list will be offered a place.
The waiting list will cease at the end of the fourth week in the autumn term.
Mid Year Transfers
If you are applying for a reception place after the waiting list has closed or if you are applying for a place in years 1 -6 then you should do so on the application form provided by the Admissions Section of the local authority.
Applications are dealt with on a first come, first served basis. If more than one application is received on the same day and there is only one available place, then the Governing Body will apply the oversubscription criteria used for the reception intake.
Parents will normally receive a written response to their application within ten working school days.
The Governing Body does not maintain a waiting list for mid year transfers.
Appeal Procedure
Where the governors are unable to offer a place because the school is oversubscribed, parents have the right to appeal to an independent panel, set up under the School Standards and Framework Act 1998. Parents will receive an appeal form with their decision letter and this should be should be returned to the local authority who will then arrange the appeal.
Parents will normally receive 14 days’ notice of the place and time of the hearing.
Parents should be aware that legislation limits infant class sizes to 30 pupils and restricts the grounds upon which an appeal can be upheld. You would have to show that the decision was one which in the circumstances no reasonable governing body would have made, or that your child would have been offered a place if the governors’ admission arrangements had been properly implemented.
OVERSUBSCRIPTION CRITERIA
Where the number of applications exceeds the number of places available the Governing Body will apply the following over-subscription criteria
1.Children who are in Public Care
2.Children who have a brother or sister at the school at the time of likely admission. Brothers and sisters includes stepchildren, half brothers and sisters, and foster children who are living at the same address as part of the same family unit.
3.Children of parent(s) who regularly attend a Church of England church.(A parent is any person who has parental responsibility or care of the child.) Regular attendance shall be defined as public worship for at least once a month and for at least 2 years before application. This would need to be confirmed in writing by a member of the clergy or a church officer and submitted by the parent with their application form.
4.Children of parent(s) who regularly attend another Christian church that church is a member of Churches Together in Britain and Ireland (www.ctbi.org.uk <http://www.ctbi.org.uk>) or a place of worship which is associated with the UK Interfaith Network (www.interfaith.org.uk <http://www.interfaith.org.uk>).(A parent is any person who has parental responsibility or care of the child.) Regular attendance shall be defined as public worship for at least once a month and for at least 2 years before application. This would need to be confirmed in writing by the appropriate minister of religion or religious leader and submitted by the parent with their application form.
5.Children who for medical or social reasons require a place at the school. Such applications would need to be supported in writing by a registered health professional or social worker at the time of application. (The supporting letter or report must set out the particular reasons why the school is the most suitable and the difficulties that would be caused if the child had to attend another school.)
6.Children whose parents express a preference for a place at the school.
Tie Break
In the event of any over-subscription in the number of applications made
under any of the categories above then the admissions committee will
offer places first to children whose family home is nearest the school. The measurement shall be taken using the Ordnance Survey co-ordinates (easting and northing) for the family home to the nearest gate of access for pupils at the school via the shortest route along public highways, as determined by the Governing Body and measured by the Local Authority using a GIS system.
